Request for Proposal for Great Oak Landfill Gas Rights

Background
The County of Randolph is issuing this Request for Proposals (RFP) to qualified developers interested in purchasing collected landfill gas (LFG) from the Great Oak Landfill, processing it into Renewable Natural Gas (RNG), and injecting it into a natural gas transmission line or other beneficial reuse.
The goal is to establish a partnership with the selected Proposer to construct and operate an LFG processing system that complies with regulations, minimizes environmental impact, and maximizes the value of LFG collected.

Work Details
The Scope of Work includes planning, permitting, financing, design, construction, operation, and maintenance of the LFG processing facility.
Responsibilities for the Proposer include: obtaining necessary permits; designing and constructing infrastructure; negotiating a natural gas pipeline interconnection; ensuring continuous operation and regulatory compliance; marketing and distributing RNG sales; and developing revenue sharing models based on current LFG collection data.
The initial contract term is 15 years with an option for a 5-year extension. The County will meter the quantity and quality of LFG delivered.

Period of Performance
The contract will be performed over an initial term of 15 years with an option for a 5-year extension.

Place of Performance
The work will be performed at the Great Oak Landfill located at 3597 Old Cedar Falls Road, Randleman, North Carolina 27317.

Bidder Requirements
Proposers must demonstrate technical and financial capability related to the Scope of Work.
They must provide evidence of relevant project experience, including a minimum of four relevant projects completed in the last five years and two successfully completed projects.
Proposers must also comply with all federal, state, and local regulations including obtaining necessary permits.
