Recreation Center Concept Design, Permitting, and Construction Management Services

Background
The Town of Wendell is seeking statements of qualification from professional design consulting firms to provide services for the concept design, construction drawings, permitting, and construction management of a new Recreation Center. This project is part of the 2019 Parks and Recreation Master Plan and aims to accommodate the growing population and address the limitations of the current community center. The facility will be funded by a voter-approved bond referendum in 2023.

Work Details
The selected firm will provide a range of services including:
- Master Planning
- Community and Stakeholder Meeting Coordination
- Surveying
- Conceptual Design
- Design Development
- Construction Documents
- Architectural Services
- Civil/Structural Engineering
- Hydraulic/Environmental Engineering
- Transportation/Traffic Analysis
- Wetland Delineation
- Construction Administration in coordination with Owner’s Project Manager
- Utility Coordination for water and sewer extensions
- Public Presentation
- Detailed Cost Estimating.

The Recreation Center will include sports courts (basketball/volleyball), activity rooms, office space, storage areas, an indoor walking track, a kitchen, and a paved parking lot. The firm will also coordinate with the engineering team responsible for road improvements connecting 3rd Street with Industrial Drive.

Period of Performance
The contract period will begin upon selection and negotiation of terms with the selected firm. Specific timelines for deliverables will be established during this phase.

Place of Performance
The project will be located at a 7.8-acre site west of the Wendell Community Park off W. Third Street in Wendell, NC.

Bidder Requirements
Consultants must demonstrate relevant experience in similar projects and provide evidence of satisfactory performance without pending claims. All architects and engineers involved must be licensed in North Carolina. The Town encourages participation from minority or women-owned business enterprises (MWBE).
