Records Management and Information Governance Consulting for Microsoft 365 Implementation

Background
The City of Raleigh, the capital of North Carolina, is seeking proposals for records management consulting services to enhance its information governance practices.

The Planning and Development Department aims to improve management of digital records, including files, emails, and other departmental materials. This initiative is part of a broader strategy to modernize workflows and ensure compliance with legal and operational obligations.

Work Details
The consultant will provide the following services:
1) Develop a high-level information strategy for organizing and maintaining departmental files and content throughout their lifecycle;
2) Evaluate the current technology environment (Microsoft 365, SharePoint, EP&L, network drives) to align systems with long-term governance goals;
3) Define a governance-aligned configuration approach for Microsoft 365 that includes folder structures, permission models, and retention labels;
4) Support pilot implementations with selected workgroups to validate the recommended approach, including organizing current information and providing training.

Period of Performance
The contract will commence upon execution and will be performed over a specified term as outlined in the final agreement.

The exact duration will be determined based on the proposal evaluation process.

Place of Performance
Services will be performed at various locations within the City of Raleigh as required by the project scope.

Bidder Requirements
Proposers must be properly licensed/certified by federal or state authorities to perform the specified work.

They should also provide evidence of insurance coverage as required by the City of Raleigh's standards.
