Qualifications-Based Selection for a Comprehensive Stormwater and Utility Rate Study (FY27)

Background
The Town of Carrboro, located in Orange County, North Carolina, is a progressive community committed to inclusivity and environmental sustainability. The Town is seeking qualified professional engineering firms to conduct a comprehensive evaluation of its Stormwater Utility. This initiative aims to develop a fair and equitable stormwater utility fee structure that supports effective stormwater management. The study will focus on understanding the current municipal stormwater infrastructure, identifying deficiencies, and evaluating funding needs for improved management practices.

Work Details
The selected firm will undertake the following tasks:
1. **Phase 1: Baseline Utility Assessment and Vision Implementation Strategy** (July 1, 2026 – November 30, 2026)
- Conduct a program assessment and cost evaluation including:
- Review of utility and municipal data
- Conditional assessments for above-ground and ground infrastructure
- Analysis of the stormwater utility geospatial system.
- Perform a revenue assessment by reviewing all sources of revenue such as stormwater fees and permits.
- Develop a fee structure basis that includes options for alternative fee models reflecting built-upon area and mechanisms addressing inflation costs.
- Engage in community outreach to communicate findings and gather feedback from stakeholders.
- Present findings at official meetings including a Town Council Business Meeting.

2. **Phase 2: Fee Structure Adoption and Implementation Strategy** (November 30, 2026 – September 30, 2027)
- Facilitate public hearings for utility ordinance adoption.
- Provide on-call implementation assistance through September 2027.

The contract period will span from July 1, 2026, to September 30, 2027.

Place of Performance
The work will be performed in Carrboro, North Carolina.

Bidder Requirements
Bidders must be properly licensed under North Carolina state law to perform the specified work. Additionally, firms must demonstrate experience with similar projects completed within the past three years. Bidders are required to submit a Contractor’s Qualifications Statement upon request by the Town.
