Proposal to Develop HUD 2026 Annual Action Plan

Background
The City of Rocky Mount, located in Eastern North Carolina, is seeking proposals for the development of its 2026 Annual Action Plan. This initiative is part of the city's responsibilities as a Community Development Block Grant (CDBG) Entitlement Community and the Lead Entity of the Down East HOME Consortium (DEHC).

The goal is to meet regulatory requirements set by the U.S. Department of Housing and Urban Development (HUD) while addressing community needs through strategic planning and resource allocation.

Work Details
The selected consultant will assist in developing the 2026 Annual Action Plan, which includes:
- Data Collection, Research, and Analysis: Understanding demographic, economic, and housing conditions using various data sources to create required tables for HUD's eCon Planning Suite.
- Community Outreach and Public Hearings: Planning and coordinating public meetings and conducting outreach with stakeholders including citizens, city staff, and local agencies.
- Goal Development and Strategic Planning Outcomes: Establishing a strategic vision based on research and public feedback, defining goals to address community needs, developing projects to meet these needs, and prioritizing funding allocations.

Period of Performance
The contract will commence on January 30, 2026, with a final draft of the Annual Action Plan due by March 31, 2026. The City Council will adopt the plan on May 11, 2026, prior to its submission to HUD by May 15, 2026.

Place of Performance
The work will be performed in Rocky Mount, North Carolina.

Bidder Requirements
Vendors must have proper licensing as required under North Carolina laws. They are also encouraged to engage Historically Underutilized Businesses (HUBs) for at least ten percent (10%) participation in subcontracting opportunities.
