Background
The State of North Carolina, in collaboration with the NASPO ValuePoint cooperative purchasing program, is issuing this Request for Proposals (RFP) to establish one or more Master Agreements for comprehensive assistance support services. This initiative aims to address the growing need for procurement assistance as seasoned procurement personnel retire and are not replaced quickly enough.
The RFP focuses on two award categories: Procurement Assistance Support Services (PASS) and IT Research, Advisory, and Consulting Services (IT RAC). The goal is to provide eligible entities across the 50 states, the District of Columbia, and U.S. territories with convenient and cost-effective access to these services.
Work Details
The services required under this contract include:
1. Procurement planning assistance, including market research and procurement strategy recommendations.
2. Development of procurement documents such as cost/price estimates, quality assurance surveillance plans, statements of work, solicitations, and price negotiation memoranda.
3. Expert assistance in proposal evaluations including price/cost analysis or technical proposal analysis.
4. Contract administration support services including reviewing contractor performance, developing contract modifications, and investigating reports of discrepancies.
5. Contract close-out assistance.
6. Competitive sourcing support including strategic sourcing studies and privatization studies.
7. IT Research, Advisory, and Consulting Services.
8. Additional services may include vendor performance review planning and policy support related to procurement activities.
Period of Performance
The initial term of the master agreement shall be three (3) years with an option to extend for up to three (3) additional years, making the total possible duration six (6) years.
Place of Performance
The services will be performed across various locations as needed by participating entities in North Carolina and other states participating in the NASPO ValuePoint program.
