Pressure and Soft Washing Cleaning Services RFP for Raleigh Area

Background
The North Carolina Department of Administration (DOA), Facility Management Division (FMD) is seeking to contract with a qualified Vendor for Pressure Washing and Soft Washing Cleaning Services. The goal of this contract is to maintain sanitary and aesthetically pleasing properties managed by the NC Department of Administration. This includes ensuring they are free of debris and graffiti while preserving their longevity. Services will be provided on an as-needed basis within the Raleigh, North Carolina area.

Work Details
The awarded Vendor will provide pressure washing and soft washing services for various surfaces including buildings, hardscape surfaces, loading docks, dumpster enclosures, patios, walls, monuments, sidewalks, stairwells, retaining walls, and roofs. The work must conform to applicable codes and standards. The Vendor must be capable of handling multiple projects simultaneously and will be required to respond to job requests within fourteen (14) calendar days. Emergency services may be requested outside normal working hours at specified emergency rates. All work must adhere to OSHA safety regulations and utilize appropriate cleaning products that do not damage surfaces.

Period of Performance
The initial term of the contract is one year from execution, with options for two additional one-year renewals at the State's discretion.

Place of Performance
Services will be performed within a five-mile radius of three locations in Raleigh: Downtown Raleigh Complex / Capitol / Governor’s Mansion (431 N Salisbury Street), Garner Road Complex (3318 Garner Rd), and Blue Ridge Road Complex (2110 Blue Ridge Rd).

Bidder Requirements
Vendors must be registered in good standing with the State of North Carolina. They are required to demonstrate experience with similar projects involving pressure washing and soft washing for facilities over one million square feet. Vendors must provide proof of certifications such as Certified Window Cleaner (CWC), Mobile Elevated Work Platforms (MEWP), Rope Descent Systems (RDS), and Scaffolds training. Additionally, Vendors must comply with HUB participation goals by utilizing diverse firms as subcontractors.
