Prequalification for General Contractors: Utley Creek WRF 8 mgd Expansion Project

Background
The Town of Holly Springs, North Carolina, is seeking prequalification statements from qualified and experienced General Contractors for the Utley Creek Water Reclamation Facility (WRF) 8 million gallons per day (mgd) Expansion Project. This project aims to upgrade and expand the existing facility to accommodate a maximum monthly design flow of 8 mgd, with provisions for future expansions. The selected design incorporates five-stage biological nutrient removal (BNR) utilizing membrane bioreactors (MBRs) for solids removal.

Work Details
The project includes the following key components:

- Decommissioning existing secondary clarifiers, disk filters, and dewatering equipment.
- Refurbishing the existing ultraviolet (UV) disinfection system.
- Constructing new facilities such as ultra-fine screening, conversion of secondary clarifiers to equalization tanks, reconfiguration of oxidation ditches to a plug flow layout, installation of new MBRs, deoxygenation tanks, a return activated sludge (RAS) pump station, and a new dewatering facility.

Existing infrastructure like the Preliminary Treatment Facility, Influent Pump Station, cascade aerator, and waste activated sludge (WAS) holding tanks will remain operational.

The estimated start date for construction is March 2026, with a bid date anticipated in November 2025.

The project will be performed in Holly Springs, North Carolina.

Bidder Requirements
Bidders must possess a valid North Carolina General Contractor’s License and provide evidence of bonding capacity. They must also demonstrate experience in wastewater treatment facility expansion projects with capacities greater than 5 mgd. A minimum score of 80 points on the prequalification evaluation is required for acceptance. Additionally, bidders are encouraged to have a documented plan for engaging subcontractor participation from Historically Underutilized Businesses (HUB).
