Background
The North Carolina Department of Public Safety, Division of Juvenile Justice and Delinquency Prevention (DJJDP) is seeking proposals from qualified vendors to provide psychological services. The goal of this contract is to ensure that applicants for positions within the department undergo thorough psychological evaluations to determine their mental and emotional suitability for the roles they are applying for. This includes reviewing results from the MMPI-2-RF (or subsequent versions) testing, conducting psychological interviews, and providing oversight for the psychological screening process.
Work Details
The vendor will be responsible for:
1. Conducting psychological assessment interviews that include evaluation of MMPI-2-RF testing results and any supporting medical history documentation.
2. Implementing a two-track interview process based on individual test results: Group A (valid results) and Group B (invalid or unsuitable results).
3. Analyzing evaluation results using a validated decision matrix to summarize applicant suitability.
4. Providing electronic notice of evaluation results within five business days after the appointment.
5. Conducting interviews in-person or virtually as needed, ensuring accessibility for all applicants.
6. Assessing potential psychological difficulties that may affect job performance and determining if accommodations under the ADA are necessary.
Period of Performance
The initial term of the contract will be one year, with options for two additional one-year renewals at the discretion of the State.
Place of Performance
Services will be performed at various locations across North Carolina, including Youth Development Centers, Juvenile Detention Centers, and Court Service Area Offices as specified by the Department.

Vendors must be registered with the North Carolina Secretary of State and demonstrate experience with similar public or private sector clients. They must also comply with HUB participation goals by utilizing diverse firms as subcontractors.
