Pine Straw Installation Services for CMS Schools and Facilities

Background
The Charlotte-Mecklenburg Board of Education (CMBE) is seeking bids for the installation of pine straw at various schools and facilities within its jurisdiction. The goal of this contract is to enhance the aesthetic appeal and maintenance of school grounds through the provision and installation of high-quality pine straw. This initiative aligns with CMBE's commitment to maintaining safe and attractive learning environments for students.

Work Details
The contractor will provide and install a total of 45,000 bales of long leaf pine straw across approximately 190 sites. Each bale must meet specific requirements: dimensions of at least 14” x 14” x 28”, covering a minimum area of 60 sq. ft. at a depth of 2 inches, machine-compressed, tightly tied, fresh, dry, bright in color, and free from foreign objects.

Installation must be completed between July 21, 2025, and August 17, 2025, with a minimum of four facilities completed per day. The contractor is responsible for coordinating with the grass contractor to ensure proper site preparation prior to installation. Any surplus pine straw after distribution must be delivered to Building Services at the specified address for future use.

Period of Performance
The initial term of the contract is one year from the date of award, with options for two additional one-year renewals based on satisfactory performance and funding availability.

Place of Performance
Installation will occur at various schools and facilities throughout Mecklenburg County, North Carolina.

Bidder Requirements
Bidders must submit a sample bale reflecting the minimum requirements within three business days upon request. They are also required to provide references for similar contracts and submit an M/W/SBE Utilization Form as part of their bid response.
