Pickleball Court Conversion Project at Sanderford Road and Carolina Pines Parks

Background
The City of Raleigh, North Carolina, through its Parks, Recreation and Cultural Resources Department, is seeking a contractor for the permanent conversion of existing tennis courts into dedicated pickleball courts. This project aims to enhance recreational facilities in the community by providing high-quality playing experiences that meet or exceed USA Pickleball (USAP) professional standards.

Work Details
The contractor will be responsible for converting three existing tennis courts at Sanderford Road Park and two of the three existing tennis courts at Carolina Pines Park into dedicated pickleball courts. The scope of work includes site preparation, surface modification, line striping, installation of fences and nets, and all associated improvements necessary to ensure compliance with USAP standards. The contractor must execute all work according to the specifications and proposed site plans outlined in the contract. Upon completion, a five-year warranty covering all work, materials, and equipment is required, commencing on the date of the City’s formal approval of the completed installation.

Period of Performance
The entire project must be completed within seventy (70) consecutive calendar days from the date of Notice to Proceed.

Place of Performance
The work will be performed at Sanderford Road Park (2623 Sanderford Road, Raleigh, NC 27610) and Carolina Pines Park (2305 Lake Wheeler Rd, Raleigh, NC 27603).

Bidder Requirements
Bidders must provide evidence of licensure to perform the work as required by North Carolina General Statute Chapter 87. A bid security amounting to five percent (5%) of the total bid must accompany each bid. Additionally, bidders are encouraged to utilize certified Minority and Women-Owned Business Enterprises (MWBE), with a goal of achieving at least fifteen percent (15%) participation on contracts exceeding $300,000 or those including $100,000 or more in state funding.
