REQUEST FOR QUALIFICATIONS: OWNER'S ADVISOR FOR NORTH TOPSAIL WASTEWATER TREATMENT PLANT UPGRADE AND EXPANSION DESIGN BUILD PROJECTONWASA desires to contract with a professional engineering firm to act as the owner's advisor for its design-build North Topsail Wastewater Treatment Plant Upgrade and Expansion project.The owner's advisor (OA) will act as an extension of the ONWASA's staff. The OA must work to align the entire integrated project team with the Owner's priorities throughout the course of the project. An owner's advisor must be prepared to help the Owner develop detailed owner's project criteria designed specifically to meet the design intent and to manage project risks. The OA will assist ONWASA with the development of the Request for Qualifications (RFQ) for the design-build firms. Services will also include project administration, review of equipment and material specifications, review project estimates and costs projections, commissioning and other applicable support functions and services. The OA shall have thorough knowledge and expertise with all components of wastewater treatment processes as well as have a vast understanding of design-build.Consulting engineering firms are invited to submit a Statement of Qualification (SOQ) and Proposal to the ONWASA to be received no later than 2:00 PM on November 21, 2024. Background
The Onslow Water and Sewer Authority (ONWASA) is seeking to contract with a professional engineering firm to serve as the owner's advisor for the North Topsail Wastewater Treatment Plant Upgrade and Expansion project.
This project aims to expand the existing wastewater treatment facility's capacity from 1.5 million gallons per day (MGD) to 3.0 MGD, addressing the needs of approximately 6,000 residential and commercial customers in North Topsail Beach and Sneads Ferry, North Carolina.
Work Details
The selected owner's advisor (OA) will provide a range of services including:
- Assisting ONWASA in creating a design-build Request for Qualifications (RFQ) and rating criteria;
- Developing detailed owner’s project criteria for the design-build agreement;
- Attending design-build progress meetings;
- Reviewing submittals, schematics, and cost reports;
- Maintaining an overall project schedule;
- Reviewing 60% design documents to ensure specifications and project scope are met.
The OA must have extensive knowledge of wastewater treatment processes and design-build methodologies. Additional responsibilities include independent cost estimating, familiarity with state and federal loan programs such as WIFIA and CWSRF, and providing construction administration services under a separate amendment during the construction phase.
Period of Performance
The services of the owner's advisor are anticipated to extend throughout the design-build process, with submissions due by November 21, 2024.
Place of Performance
The contract will be performed at the North Topsail Wastewater Treatment Plant located at 1095 State Hwy 210, Sneads Ferry, NC.
