Background
The North Carolina Department of Administration (NCDOA), on behalf of the North Carolina Department of Military and Veterans Affairs (NCDMVA), is seeking proposals from experienced and qualified entities to manage, administer, and operate the North Carolina State Veterans Homes (NCSVHs).
The NCSVHs provide skilled nursing care certified by Medicare, Medicaid, and the U.S. Department of Veterans Affairs. The contract aims to ensure that these facilities operate as highly qualified Licensed Skilled Nursing Facilities. Currently, there are five operational NCSVHs located in Black Mountain, Fayetteville, Kernersville, Kinston, and Salisbury, with a future facility planned in Raleigh.
Work Details
The Vendor will be responsible for providing clinical services 24/7 at each NCSVH, ensuring compliance with North Carolina nursing home regulations and VA requirements. Key obligations include:
- Assigning a Regional Support Team dedicated to NCSVHs.
- Providing a primary care physician as Medical Director for each facility.
- Maintaining transfer agreements with local hospitals for acute care situations.
- Implementing mortuary policies for sensitive death notifications.
- Pursuing all third-party payment plans for residents.
- Preparing and submitting all Medicare and Medicaid claims timely.
- Providing physical, occupational, and speech therapy services as required.
- Ensuring adequate staffing levels that meet regulatory requirements.
- Maintaining facilities in good repair and managing landscaping services.
- Submitting an annual budget for approval to NCDMVA.
Period of Performance
The initial term of the contract is three years and five months, commencing on July 1, 2026, with a transition period from July 1, 2026 to November 30, 2026. Full services are expected to begin on December 1, 2026.
Place of Performance
The services will be performed at the North Carolina State Veterans Homes located in Black Mountain, Fayetteville, Kernersville, Kinston, Salisbury, and a future site in Raleigh.
Bidder Requirements
Bidders must have at least five years of experience managing or operating licensed skilled nursing facilities with at least 100 beds. They must provide certifications regarding their management history with no license revocations or sanctions within the past five years. Additionally, bidders must submit audited financial statements for the past three fiscal years and proof of ability to obtain required performance bonds and liability insurance.
