Onsite Optometry Services for Broughton Hospital Residents

Background
The Division of State Operated Healthcare Facilities (DSOHF) oversees twelve state-operated healthcare facilities that provide care for individuals with mental illness, developmental disabilities, and substance abuse disorders.

The purpose of this Invitation for Bid (IFB) is to obtain pricing and award a contract for onsite optometry services at Broughton Hospital in Morganton, NC. This contract aims to ensure that residents receive necessary eye care as part of their overall health management.

Work Details
The contractor will provide onsite optometry services including: performing eye exams and vision tests, prescribing and fitting eyeglasses (both prescription and over-the-counter), monitoring eye health related to chronic medical conditions, and managing chronic eye conditions.

Services will be provided during full-day clinics scheduled up to twice monthly. The contractor must ensure that all personnel providing services are licensed optometrists experienced in treating individuals with intellectual disabilities, mental illness, or substance use disorders. Additionally, all contractors must receive an influenza vaccination annually by November 1st.

Period of Performance
The initial term of the contract will be three years, starting from the date of final contract execution.

Place of Performance
Services will be performed at Broughton Hospital located at 1000 S. Sterling Street, Morganton, NC.

Bidder Requirements
Vendors must be registered in good standing with North Carolina's Electronic Vendor Portal (eVP). They must also comply with various certifications including financial stability certifications and HUB participation requirements.

Contractors are required to complete background checks for personnel providing services and adhere to policies regarding resident rights training and HIPAA training.
