Background
The City of Durham's Department of Water Management (DWM) is responsible for the operation and maintenance of municipal water treatment and distribution systems, as well as wastewater treatment and collection systems. To ensure these facilities remain operational, DWM requires on-call repair and emergency services across various trades including mechanical, electrical, plumbing, HVAC, overhead door maintenance, and fencing. The goal of this contract is to establish multiple on-call governing contracts with qualified contractors to address routine maintenance and emergency repair needs that exceed the capacity of DWM's internal resources.
Work Details
Contractors will provide on-call repair services at various DWM facilities including two water treatment plants, two water reclamation facilities, two water supply dams, six elevated tank sites, two booster pump stations, sixty-two lift stations, and administrative complex buildings. The scope of work includes:
- Mechanical Repair Services: Repair/replacement/maintenance/fabrication of mechanical equipment such as pumps (up to 1000 HP), valves, piping (up to 72” diameter), flow meters, blowers, compressors, conveyors, motors/engines, tanks, vaults.
- Electrical Repair Services: Maintenance and repair of electrical distribution equipment including circuit breaker testing and troubleshooting repairs to circuit breakers and transformers.
- HVAC Repair Services: Preventive maintenance and repairs for HVAC systems including air handling units and chillers.
- Plumbing Services: Maintenance and installation of plumbing systems including backflow preventers and domestic potable water heaters.
- Fencing Services: Maintenance and installation of gates and perimeter fencing.
- Overhead Door Services: Maintenance and installation related to overhead doors.
Period of Performance
The contract will commence upon execution and will remain in effect until all service orders are completed or until terminated by either party. Each service order will have specific timelines determined by the project manager based on the nature of the work required.
Place of Performance
Services will be performed at various locations within Durham County where DWM facilities are situated.

Contractors must possess appropriate licenses for their respective trades as required by North Carolina law. They should have a proven track record with at least five relevant projects completed in the past five years.
