Background
The Town of Holly Springs, North Carolina, is seeking qualified and licensed engineering firms to provide review, evaluation, and consulting services for public and private development projects. The goal is to ensure compliance with the Town’s policies and standards while supporting development efforts.
Work Details
The contract will involve the following tasks:
Basic Services (required one or more):
1. Review and evaluation of engineering studies and associated model analysis, including flood studies, utility studies (hydraulic studies, fire flow analysis, sewer capacity study, pump station design, reclaimed water), and traffic studies.
Other Services (optional):
1. Technical engineering review of plans and submittals for compliance with Town policies;
2. Onsite inspections including infrastructure construction monitoring;
3. Functional design and cost estimate services;
4. Recommendations related to Engineering Design & Construction Standards.
Deliverables include written comments or inspection reports in Microsoft Word and PDF format, professional opinions in the interest of the Town, timely reviews within one week with follow-up questions within 48 hours, confirmation of availability within 24 hours for task completion, prior notification if costs exceed estimates, and attendance at Planning Board/Town Council meetings as needed.
Period of Performance
The contract will be performed on an as-needed basis with no specified end date provided in the solicitation.

Services will be performed within the jurisdiction of the Town of Holly Springs, North Carolina.
Bidder Requirements
Respondents must be qualified licensed engineering firms in North Carolina. They should demonstrate relevant experience with similar projects completed in the past two years. The selected firm(s) must not have conflicts of interest in the region.
