Office/Lab Space for NC Education Lottery - Increased Square Footage Available

Background
The North Carolina Education Lottery (NCEL) is seeking a new headquarters location to accommodate its growing operations. The agency operates independently and generates revenue through lottery sales and sports betting. It aims to provide a highly visible, safe, and secure space for its nearly 200 employees in Raleigh. This Request for Proposal (RFP) reflects an increase in required square footage to approximately 85,070 square feet of conditioned office and lab space, with the removal of previous warehouse requirements.

Work Details
The contract involves leasing approximately 85,070 square feet of Class A office and lab space in Raleigh, NC. The space must include:

1. Central offices and a Prize Claims Center for lottery winners.
2. Adequate electrical service (minimum 1000 amp 480 volt) and numerous electrical outlets throughout the facility.
3. Sufficient parking spaces: 85 client spaces (including handicapped), 225 employee spaces, and designated areas for state-owned vehicles.
4. Compliance with local building codes, including accessibility standards under the ADA.
5. A climate-controlled telecommunications room with specific temperature and humidity requirements.
6. Security features including separate LAN rooms and monitoring areas with tiered seating for security staff.
7. Facilities for janitorial services, utilities, maintenance of grounds, and snow removal.

Period of Performance
The initial lease term is set for 10 years with two optional 5-year renewal periods. Possession of the space is required by October 1, 2026.

Place of Performance
The contract will be performed in Raleigh, North Carolina, specifically in an area with close proximity to major highways and public transportation.

Bidder Requirements
Proposers must have registration to transact business in North Carolina as required by law. The proposal must comply with all specifications outlined in the RFP documents including those related to safety standards, accessibility requirements, and environmental considerations such as 'green building' practices.
