OFCCP Compliance Software Solution for University of North Carolina Entities

Background
The University of North Carolina (UNC) System, including its affiliates and 17 constituent institutions, seeks a vendor to ensure compliance with the Office of Federal Contract Compliance Programs (OFCCP) regulations through the use of specialized software or platforms. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics.

Work Details
The intent of this solicitation is to award a system-wide convenience contract for use by the University of North Carolina including its constituent institutions and affiliates, for the purpose of delivering a comprehensive software solution that enables each institution to ensure recruitment posting and notice compliance with OFCCP laws and regulations. The scope of work includes deploying a platform that automates and streamlines the posting of job openings to a wide range of diverse job boards, tracking and documenting OFCCP compliance efforts, understanding legal obligations with respect to job postings, and generating reports for EEO plans, Affirmative Action Plans, and audit preparation.
Sales completed pursuant to this reseller contract will be assessed a fee of 1.5% of the entire billed cost of any work performed, payable by the vendor to the UNC System Office on an annual basis on the anniversary of the effective date of the contract.

Period of Performance
The Contract shall have an initial term of three (3) years, beginning on the date of final Contract execution (the “Effective Date”) or October 1, 2024, whichever is later. The Vendor shall begin work under the Contract immediately upon the Effective Date.
At the end of the Contract’s initial term, the State shall have the option, in its sole discretion, to renew the Contract on the same terms and conditions for up to two (2) additional one-year terms. The State will give the Vendor written notice of its intent to exercise each option no later than thirty (30) days before the end of the Contract’s then-current term.
