Neuse River Park Improvements - CMAR Services Needed

Background
The City of Raleigh, North Carolina, is seeking Requests for Qualifications (RFQ) from construction management at risk (CMAR) firms with expertise in park construction and related facilities. The Neuse River Park Improvements Project aims to enhance access to the Neuse River and create recreational opportunities for residents and visitors. This project is part of the City’s 2022 Parks Bond Referendum, which was approved by citizens to improve public spaces.

Work Details
The selected CMAR firm will provide both pre-construction and construction services for the renovation and expansion of Neuse River Park, located at 12098 Old Falls of Neuse Road, Wake Forest, NC 27587. The scope includes:

1. Entry Road and Parking Lot improvements
2. Renovation of Plaza and Pavilion Area
3. Site improvements including ADA compliance and utility upgrades
4. Plumbing system replacement including domestic water, sanitary sewer, and hot water systems
5. Development of youth-focused nature play areas
6. Construction of hiking trails and meadows
7. Installation of a pump track
8. Creation of river overlooks
9. Compliance with various regulatory requirements including stormwater management and environmental protection standards.
10. Coordination with other consultants hired by the City.

Period of Performance
The contract will be executed in two phases: Phase I for pre-construction services leading to a preliminary Guaranteed Maximum Price (GMP), followed by Phase II for construction services which includes bidding, award, and management of contracts.

Bidder Requirements
Firms must demonstrate experience in similar projects involving park development or construction management at risk services. They must also comply with North Carolina licensing requirements and submit a MWBE Participation Form as part of their qualifications package.
