Learning Management System (LMS) Rebid for Integration with NCCCS ERP and Alignment with Statewide LMS Solutions

Background
The North Carolina Community College System (NCCCS) is seeking competitive bids for a Learning Management System (LMS) that will integrate with their ERP system and align with LMS solutions used by the Department of Public Instruction (DPI) and other University of North Carolina institutions.
The goal is to provide a fully functioning cloud-hosted course delivery system that supports all 58 colleges in the NCCCS and the System Office, ensuring compliance with ADA and federal regulations.

Work Details
The LMS solution must include:
- Cloud-hosted course delivery with standard LMS components.
- Seamless integration with NCCCS College Information System (CIS).
- 24/7/365 access and support.
- Scalability to accommodate approximately 594,457 students.
- Compliance with ADA and Section 508 requirements.
- Vendor-managed reporting functionalities for on-demand data analytics accessible by administrators and instructors.
- Integration capabilities with Ellucian’s Colleague and Banner ERP systems, including automated course creation, user enrollment, and grade reporting.
- Disaster recovery plans, data migration strategies, application management, and accessibility compliance measures.

Period of Performance
The contract will have a term of three years starting from July 1, 2026, with an option to extend for two additional one-year periods at the State's discretion.

Place of Performance
The services will be performed within the State of North Carolina across all 58 community colleges in the NCCCS.

Bidder Requirements
Vendors must provide a completed Vendor Readiness Assessment Report at offer submission. They are required to demonstrate compliance with security standards including NIST 800-53 controls for handling high-risk data.
Vendors must also submit a Voluntary Product Accessibility Template (VPAT) detailing compliance with accessibility standards.
