Law Enforcement On-Duty Scheduling Software

Background
The City of Charlotte, North Carolina, is seeking a qualified company to provide Law Enforcement On-Duty Scheduling Software for the Charlotte-Mecklenburg Police Department (CMPD). The objective of this contract is to enhance the scheduling processes, manage overtime, optimize shift assignments, and evaluate trends over time. The system will be utilized to schedule, manage, and track shifts, ensuring optimal staffing and compliance with operational needs.

Work Details
The selected contractor will be responsible for delivering a comprehensive software solution that includes:

1. A secure and robust system that automates shift assignments, overtime management, time-off requests, and shift swaps while ensuring staffing levels are maintained.

2. Features to reduce scheduling errors and administrative overhead to improve workforce efficiencies.

3. Integration capabilities with existing systems such as WorkDay HR and PowerDetails for secondary employment management.

4. User-friendly interfaces accessible via web and mobile platforms for officers to manage their shifts effectively.

5. Compliance checks with U.S. labor laws regarding scheduling and overtime management.

6. Provision of a sandbox environment for testing without impacting live data.

7. Regular upgrades and refreshes of the software every three years at no additional cost to the City.

Period of Performance
The contract period will commence upon award and will include ongoing maintenance and support services as specified in the RFP.

Place of Performance
The services will primarily be performed within the City of Charlotte, North Carolina.

Bidder Requirements
Bidders must comply with the Charlotte Business INClusion (CBI) Policy aimed at enhancing participation from Minority-owned, Women-owned, and Small Business Enterprises (MWSBEs). Companies must submit an MWSBE Utilization Form with their proposal detailing their intended subcontractors to meet participation goals.
