Background
The City of Charlotte, North Carolina, is seeking proposals for Human Resources, Organizational Development and Training On Call Services as part of the CATS Human Capital and Development Initiative. Work Details
The selected consulting partner(s) will provide a range of services including: HR infrastructure and policy development; position classification; talent acquisition; employee relations; compensation and compliance alignment; workforce planning; design and delivery of training programs; leadership development initiatives; performance management programs aimed at promoting engagement, retention, and career mobility. Specific service categories include:
- **Category A – General Human Resources Infrastructure Support**: HR policies development, payroll coordination, job classification, talent acquisition support, employee relations strategies, strategic workforce planning, compensation studies, HR technology support, and legal compliance reviews.
- **Category B – Organizational Development & Change Management**: Organizational design services, culture assessments, leadership alignment facilitation, process improvement consulting.
- **Category C – Training and Workforce Development Services**: Design and delivery of training programs for essential skills across various modalities (in-person, hybrid, eLearning).
- **Category D – Talent & Leadership Development**: Programs for competency-based leadership development and career progression initiatives.
- **Category E – Coaching & Team Effectiveness**: Individual coaching for leaders and team coaching sessions to enhance collaboration.
Period of Performance
The contract is expected to have an initial term of three (3) years with the option for CATS to renew for two (2) additional consecutive one (1) year terms.
Place of Performance
Services will be performed at various City facilities in Charlotte, North Carolina.
