Background
Haywood Community College (HCC) is seeking qualified consultants or firms to provide grant management and compliance support services for a HUD FY2024 Community Project Funding (CPF) grant. HCC has received a $5,000,000 CPF grant aimed at renovating and expanding its Workforce & Industry Center located at 144 Industrial Park Drive, Waynesville, NC.
The project includes a 17,000–20,000 square foot addition featuring instructional labs, classrooms, offices, and circulation space. The goal of the contract is to ensure adherence to HUD requirements and federal regulations throughout the grant performance period.
Work Details
The selected firm will provide professional grant management and compliance services including:
1) Grant Administration & DRGR Management: Establishing and maintaining the DRGR Action Plan, preparing drawdown requests for HUD reimbursement, maintaining financial documentation in compliance with 2 CFR Part 200 and HUD requirements.
2) Reporting & Recordkeeping: Preparing quarterly and annual performance reports, completing Section 3 M/WBE certifications, maintaining organized records of expenditures and contracts.
3) Environmental Review Compliance: Providing technical assistance for compliance with HUD environmental review requirements under 24 CFR Part 50, coordinating with HUD Regional Environmental Officers, preparing necessary documentation.
4) Compliance & Technical Assistance: Advising on eligible uses of funds and ensuring compliance with Uniform Guidance (2 CFR Part 200).
5) Coordination & Communication: Serving as a liaison with HUD representatives and providing updates on requirements.
6) Closeout & Post-Award Support: Assisting with grant closeout documentation and ensuring compliance with retention requirements.
Period of Performance
The contract will be established on an hourly, not-to-exceed basis effective through the grant performance period anticipated to last until approximately 2032.

The services will be performed at Haywood Community College located at 144 Industrial Park Drive, Waynesville, NC.
Bidder Requirements
Firms must have a minimum of three years’ experience with HUD-funded grant management and familiarity with DRGR, 2 CFR Part 200, HEROS, and CPF grant requirements. They must demonstrate understanding of environmental reviews under 24 CFR Part 50 and related processes for HUD Historic Preservation reviews. Additionally, firms must be properly registered with the Office of the Secretary of State of North Carolina.
