Housing Rehab Assessment - Fy26 Urgent Repair And Housing Repair

Background
The Department of Housing & Community Development of the City of Rocky Mount aims to contract a rehabilitation and building inspection company to conduct rehabilitation need assessments, provide written construction estimates, and monitor projects under the Housing Repair Program. This initiative is part of the agency's mission to enhance housing supply, improve choice, affordability, and restore vibrancy in neighborhoods. The project is funded through a Biennium Appropriation from the North Carolina General Assembly State Grant.

Work Details
The contractor will perform services under two programs: the Housing Repair Program and the Urgent Repair Program. For the Housing Repair Program, the contractor will assess homes over 40 years old for repairs up to $20,000. This includes energy efficiency improvements (replacement windows/doors), system upgrades (plumbing, electrical, HVAC), roof repairs/replacements, water heater replacements, lead/mold/asbestos abatement, and accessibility features. The City plans to complete up to 5 homes.

For the Urgent Repair Program aimed at very low-income households, similar repairs are eligible with a focus on alleviating threats to life or safety and preventing displacement. The City plans to assist up to 15 homes. The contractor's responsibilities include:
- Conducting inspections
- Preparing work write-ups with cost estimates
- Managing pre-bid meetings
- Monitoring contractors during construction
- Ensuring compliance with housing codes
- Performing final inspections.

Period of Performance
The contract must be completed by May 30, 2026, with all properties passing inspections by June 17, 2026.

Bidder Requirements
Bidders must have at least three years of experience in residential housing assessments or similar services and possess all necessary licenses (e.g., North Carolina General Contractor License). They must comply with federal/state laws including NCHFA guidelines and Fair Housing Act requirements. Bidders are encouraged to meet a goal of 10% participation from minority businesses.
