Description

UNCSA is soliciting statements of qualifications from firms to provide advisory services for an upcoming comprehensive update to its 2019 Housing Master Plan. The purpose of this RFQ is to solicit qualifications so that UNCSA may select the highest qualified firm to provide master planning services to study and prepare a revitalized master plan update for the entirety of UNCSA's housing system. It is important to note that this RFQ does not request design services, rather, this solicitation is for professional planning and advisory services.
Background
The University of North Carolina School of the Arts (UNCSA) is a top-ranked creative and performing arts conservatory located in Winston-Salem, N.C. Founded in 1963 as America’s first public arts conservatory, UNCSA has over 50 years of experience training gifted young artists across various disciplines.

The institution serves approximately 1,250 students enrolled in five conservatories: Dance, Design and Production, Drama, Filmmaking, and Music. UNCSA aims to provide a comprehensive update to its 2019 Housing Master Plan to enhance the living and learning experience for its students. This RFQ seeks to select a qualified firm for advisory services to develop a revitalized master plan for the entire housing system at UNCSA.

Work Details
The selected firm will provide professional planning and advisory services that include:

A) Evaluating existing conditions for student housing at UNCSA, including current housing inventory, historical occupancy, enrollment trends, facility conditions, and unmet demand for housing.

B) Gathering input from selected UNCSA stakeholders regarding the importance of housing and future housing goals aligned with the UNCSA Strategic Plan.

C) Conducting student surveys to assess demand for housing and preferences regarding accommodations and amenities.

D) Performing an off-campus housing market assessment covering rental rates, amenities, lease terms, proximity to campus, and current locations where UNCSA students reside.

E) Comparing UNCSA’s existing housing program with peer institutions in terms of demographics, operations, rental rates, physical conditions, and amenities.

F) Providing a housing system economic model projection for the next 5-10 years that includes current rental rates and recommendations for future rates.

G) Offering recommendations related to the High School Residence Hall replacement project and future renovations of Center Stage Apartments.

H) Presenting a detailed summary report of findings to key University stakeholders and possibly the UNCSA Board of Trustees.

Period of Performance
The contract will commence upon award and is expected to be completed on or before June 30, 2025. The University may renew the contract for up to three additional one-year terms at its discretion.

Place of Performance
The services will be performed at the University of North Carolina School of the Arts located in Winston-Salem, North Carolina.
