The City aims to enhance the quality of life for its citizens through innovative policies and programs.

To achieve this, the City seeks a qualified consulting firm to provide healthcare and employee benefits consulting services, including actuarial analysis for its group employee health benefits program. The goal is to develop a three-year healthcare benefits strategy that ensures competitiveness and cost-effectiveness for both active and retiree participants.

Work Details
The awarded contractor will provide comprehensive services including:
1. Plan Management and Data Analysis:
- Provide information on employee benefit issues and trends, assisting with strategy development.
- Conduct annual reviews of claims administrators for quality and cost-effectiveness.
- Ensure plan documents are compliant with regulatory changes.
- Perform quarterly analysis of health and dental plan costs, benchmarking against comparable groups.
- Meet regularly with Human Resources and the City Benefits Committee to discuss results.

2. Annual Medical, Pharmacy, and Dental Plan Renewals:
- Develop annual renewal strategies and conduct pre-renewal analyses.
- Negotiate contract terms with carriers for favorable pricing.
- Evaluate stop loss insurance coverage levels.

3. Actuarial Analysis:
- Provide financial analytics including annual actuarial analysis of claims.

4. Strategic Plan Design:
- Evaluate innovative plan design alternatives based on demographics and utilization.

Period of Performance
The contract will have an initial term of three years starting from the date of award, with options to renew for up to two additional one-year terms.

Place of Performance
Services will be performed in Raleigh, North Carolina.
