Background
The Guilford County Purchasing Department is seeking proposals from qualified firms to provide a secure, cloud-hosted Legal Case Management System (LCMS) to support the Guilford County Attorney’s Office. The goal of this contract is to enhance legal operations through improved case tracking, document management, calendaring, workflow automation, reporting, and compliance with federal and state regulations.
The county has an estimated population of 550,000 and approximately 35 attorney staff managing around 1,000 active cases annually.
Work Details
The selected provider will deliver a cloud-hosted LCMS that includes:
- Case Management: Tracking deadlines for court orders and confidentiality features for sensitive files.
- Document Management: Handling contracts and relevant documents with capabilities for outside counsel to submit invoices through the case portal.
- Reporting & Analytics: User dashboards displaying completed tasks and dates.
- Workflow Automation: Streamlining legal processes.
- Security Requirements: Compliance with SOC 2 Type II certification, ISO 27001 preferred, encryption standards for data in transit and at rest, role-based access controls, audit logging, and regular third-party security assessments.
- Implementation Support: Project management availability, standard timelines with milestones, risk management plans, user acceptance testing (UAT), training options (onsite/remote), go-live support plans, and post-launch assistance.
Period of Performance
The initial contract period is three (3) years with options for two (2) additional one-year renewals, totaling up to five (5) years.
Place of Performance
The services will be performed in Greensboro, North Carolina.
Bidder Requirements
Bidders must register in Guilford County’s Vendor Self Service System and comply with the aspirational MWBE participation goal of 15%. They must also demonstrate financial stability and provide a complete litigation history covering the past five years.
