Generator Preventive Maintenance and Load Bank Testing Services

Background
Cumberland County is seeking proposals for generator preventative maintenance and load bank testing services for its generator equipment.
The Internal Services Department, led by Jeremy Stefanko and Chad Jeffrey, aims to ensure the operational reliability of generators across various county facilities, which are critical for life safety and operational continuity.

Work Details
The contractor will provide all labor, equipment, and transportation necessary to perform preventative maintenance on the following generators located at specified county facilities:
1. New Courthouse: 2 Generators (C18 EPG) at 117 Dick St, Fayetteville, NC 28301
2. LEC (Sheriff’s Office): 2 Generators (Onan) at 131 Dick St, Fayetteville, NC 28301
3. Detention Center: 3 Generators (Cat) at 204 Gillespie St, Fayetteville, NC 28301
4. Public Health: 1 Generator (Cummins) at 1235 Ramsey St, Fayetteville, NC 28301
5. DSS: 1 Generator (Cat) at 1225 Ramsey St, Fayetteville, NC 28301
6. Child Support Building: 1 Generator (Onan) at 109 Bradford Ave, Fayetteville, NC 28301
7. Roxie Detox Clinic: 1 Generator (Generac) at 1724 Roxie Ave, Fayetteville, NC 28304
8. Sheriff’s Annex Building: 1 Generator (Detroit Diesel) at 1515 S Eastern Blvd, Fayetteville, NC 28306
9. Sheriff’s Training Center: 1 Generator (Detroit Diesel) at 4710 Corporation Dr, Fayetteville, NC 28306
10. Animal Services: 1 Generator (Detroit Diesel) at 4704 Corporation Dr, Fayetteville, NC 28306
11. 911 Call Center Building: 1 Generator (Generac) at 500 Executive Pl, Fayetteville, NC 28305
12. Central Maintenance Building: 1 Generator (Cummins) at 426 Mayview St, Fayetteville, NC 28306.

The contractor must perform a minimum of one oil change and load bank testing for each generator annually as per manufacturer recommendations and submit detailed reports post-service.

Period of Performance
The contract period will commence upon award and is expected to last for one year with options for renewal based on performance evaluations.

Place of Performance
Services will be performed across multiple locations in Cumberland County including various facilities in Fayetteville such as the courthouse and detention center.

Bidder Requirements
Bidders must demonstrate experience with large-scale commercial generators and provide references from similar projects.
They must also comply with insurance requirements including $1 million general liability coverage and statutory limits on worker's compensation. Additionally, contractors must adhere to E-Verify requirements and confirm they are not listed on the Final Divestment List regarding activities in Iran or boycotting Israel.
