Generator Installation and Maintenance Services for Martin County

Background
The North Carolina Department of Public Safety (DPS), Division of Emergency Management (NCEM) is seeking bids from qualified vendors to install emergency backup generators in Martin County. This initiative is part of the Hazard Mitigation Grant Program (HMGP), aimed at enhancing community resilience against severe weather events such as hurricanes and storms. These events can disrupt power services and critical operations. The project seeks to utilize federal funding to support the installation of generators at critical facilities serving vulnerable populations.

Work Details
The selected vendor will be responsible for construction management, design, installation, and compliance with local, state, and federal regulations for HMGP grants. Key tasks include:
1) Managing overall construction and installation;
2) Acquiring necessary permits and inspections;
3) Ensuring compliance with FEMA and North Carolina building codes;
4) Selecting a licensed General Contractor as the Construction Manager;
5) Utilizing local subcontractors where feasible;
6) Conducting environmental assessments as required by FEMA;
7) Ensuring site safety according to OSHA regulations;
8) Removing all debris post-installation.
The vendor must also provide a warranty for the equipment installed.

Period of Performance
The contract will commence upon final execution and will last for a term specified by the vendor in their bid response, with an option for renewal for up to six additional months.

Bidder Requirements
