Description

The North Carolina Turnpike Authority (NCTA) has released a Request for Proposals (RFP) seeking proposals from qualified Proposers to provide full-service marketing, communications and advertising services to support NCTA's various marketing, outreach and education programs.
Background
The North Carolina Turnpike Authority (NCTA) is seeking proposals from qualified Proposers to provide full-service marketing, communications, and advertising services to support its various marketing, outreach, and education programs.

NCTA, a business unit of the North Carolina Department of Transportation (NCDOT), was established in 2002 by the North Carolina General Assembly. Its mission is to enhance the traditional non-toll transportation system by accelerating roadway project delivery through alternative financing options and facilitating toll road development and operation. NCTA operates approximately 54 miles of tolled expressways in North Carolina, including the Triangle Expressway and Monroe Expressway, and manages toll collection for various projects.

Work Details
The Contractor will be responsible for:
1) Identifying and facilitating the use of paid advertising media;
2) Developing public relations strategies and content;
3) Providing graphic design support;
4) Managing social media;
5) Developing multimedia content;
6) Facilitating customer outreach strategies;
7) Project management for communications campaigns related to the NC Quick Pass brand and all NCTA projects.

The Contractor will assist in updating NCTA's Communications Plan and develop crisis response communication scenarios. Responsibilities include managing the NC Quick Pass app and website, tracking improvements, developing content, coordinating user-interface strategies, ensuring SEO optimization, responding to emergency updates on the website, and maintaining app store pages. The Contractor will also facilitate outreach efforts for NCTA events such as neighborhood meetings and public presentations.

Period of Performance
The contract performance period is expected to begin upon award and continue through a specified duration as determined by NCTA's needs.

Place of Performance
Services will be performed primarily at the NCTA office located at 2501 Aerial Center Pkwy, Suite 200, Morrisville, NC 27560.

Bidder Requirements
Proposers must comply with NCDOT’s Disadvantaged Business Enterprises (DBE) Program. While specific utilization goals are not established for this contract, participation from DBE/MBE/WBE subcontractors is encouraged. Out-of-state contractors must obtain a Certificate of Authority to Transact Business in North Carolina prior to contract award.
