Firing Range Rehabilitation Services at NC Justice Academy Salemburg Campus

Background
The Department of Justice / NC Justice Academy is seeking to rehabilitate the firing ranges at the Salemburg Campus (NCJA East), which were originally constructed in the mid-1970s.

The current facilities are outdated and do not meet best practice standards set by NSSF/NRA. The project aims to ensure safe use for advanced law enforcement training while protecting the environment from lead exposure.

Work Details
The scope of work includes:
- Renovating all 3 firing ranges and turning target systems.
- Rebuilding the shoot house area.
- Adding a fully enclosed shoot house and an open top shoot house.
- Implementing a new lead containment system for future reclamation of lead.

Phase 1 focuses on lead abatement for existing firing ranges and programming & planning for future phases based on funding availability. The last lead remediation occurred in 2012.

Period of Performance
The total project budget is $10,000,000, with $2,000,000 allocated for Phase 1.

The solicitation was published on April 16, 2025, with a closing date of May 19, 2025.

Salemburg Campus (NCJA East), Salemburg, North Carolina.

Bidder Requirements
Proposing firms must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in the State of North Carolina.

They must submit three copies of the Letter of Interest and three copies of the current Standard Form 254 (SF 254). Submissions must not include notebooks or binders and should be formatted as specified.
