Fabricated Rail Hoppers for Liebherr Gantry Crane at Morehead City Port

Background
The North Carolina Port of Morehead City is seeking proposals from qualified vendors to provide two (2) new 32' gage rail-mounted hoppers. These hoppers will be utilized with the port's new general cargo crane and existing crane, enhancing the port's capability to discharge bulk products such as grains and fertilizers directly to railcars and trucks. The goal of this contract is to support future tonnage and improve operational efficiency at the Morehead City Port, located at 113 Arendell Street, Morehead City, NC 28557.

Work Details
The vendor will supply two (2) new 32' gage rail hoppers with a capacity of 75 cubic yards each. The hoppers must meet specifications outlined in Attachment H: Scope of Work, including construction drawings and technical specifications provided by Andrew Consulting Engineers. The construction design must not deviate from the provided specifications.

Vendors are required to submit proposals for generator size/recommendation, compressor size/recommendation, and conduit lighting layout. The preference is for off-site construction with delivery in larger pieces to minimize on-site fabrication. The vendor must also provide a detailed plan for any on-site fabrication if applicable.

Period of Performance
The contract term begins within ten (10) business days of final contract execution and requires delivery of the hoppers on or before January 30, 2026.

Place of Performance
The work will be performed at the Morehead City Port located at 113 Arendell Street, Morehead City, NC 28557.

Bidder Requirements
Vendors must be authorized by the manufacturer to distribute or resell the products offered in this RFP. They must demonstrate experience with similar projects and provide references using Attachment E: Customer Reference Form. Additionally, vendors are required to comply with North Carolina General Statute G.S. 143-48 regarding Historically Underutilized Businesses (HUB) participation.
