Enterprise Architecture Enablement Specialist Needed

Background
The North Carolina Department of Information Technology (NCDIT) oversees IT services for the state of North Carolina and provides services for local governments and educational institutions. The department was established in 2015 to consolidate and optimize enterprise IT functions within the executive branch to meet the needs of residents, businesses, and visitors while realizing efficiencies and cost savings through economies of scale. The primary functions of the department include statewide strategy, governance, architecture, and operations.

Work Details
The purpose of this RFP is to solicit offers for a Vendor to provide assessment, design, and implementation expertise to advance the maturity of NCDIT's Enterprise Architecture (EA) practice. The contract term is one year with the option for two additional one-year extensions at the state's discretion. The contract type is a definite quantity contract, allowing partial, progressive, or multiple awards if advantageous. The anticipated program timeline includes an assessment phase followed by potential implementation support.

The objectives include:
- Engaging key agencies in EA processes
- Maintaining a schedule of collaborative events
- Increasing visibility and transparency for agencies
- Publishing standards and reference architectures
- Developing EA process training
- Reducing exceptions and process re-directions during IT project life cycles
- Improving management of the application portfolio
- Implementing performance metrics to track progress and guide continual improvement.

Period of Performance
The contract will begin in June 2024 with an assessment phase expected to be completed within four months from the project start. Potential implementation support may follow at the state's option.
