Background
The Town of Burnsville is seeking qualifications from firms to provide engineering, planning, and construction inspection services for sewer system improvements in the Hickory Lane and West Glendale Avenue area. This project is funded by $4,877,626.00 from the NC Department of Environmental Quality (DEQ) through the State Revolving Fund Supplemental Appropriations for Hurricanes Helene and Milton and the Hawaii Wildfires.
The goal is to modernize the sewer system that currently uses undersized 4-inch and 6-inch gravity-fed lines, which are inadequate for existing flow volumes, leading to inefficiencies and maintenance challenges. The project aims to replace these with new 8-inch ductile iron pipes to enhance hydraulic capacity, reliability, and accommodate future growth.
Work Details
The engineering services required include:
1. Preparation of an engineering report/environmental information document (ER/EID) meeting DEQ standards due by July 15, 2026.
2. Surveying, geotechnical investigations, assessments, or other field investigations necessary for planning, design, permitting, and construction.
3. Preparation of preliminary and final design documents including engineering drawings, technical specifications, bidding documents, contract documents, and engineer’s opinion of probable construction cost.
4. Assistance with easement procurement from private parties or encroachment agreements with government entities like DOT.
5. Conducting the bid process including bid advertising, tabulation, award process supervision, handling bidder questions, issuing addenda, conducting pre-bid meetings and bid openings.
6. Conducting a pre-construction conference.
7. Providing engineering services during construction including review of shop drawings and submittals, attendance at project meetings, review of pay applications and change orders, periodic observation of construction progress.
8. Familiarity with North Carolina Division of Water Infrastructure funding requirements and ensuring compliance with American Iron and Steel and Davis-Bacon requirements.

Bidder Requirements
Firms must be registered with the Office of the Secretary of State and the North Carolina Board of Registration for Professional Engineers and Land Surveyors. Engineers in charge must be registered Professional Engineers in North Carolina with good ethical standing. The selected firm must provide proof of Professional Liability insurance coverage in a minimum amount of $1 million.
