The purpose of this Request for Proposal (RFP) is to solicit offers from qualified vendors to assist Central Carolina Community College in strategically planning, designing, and negotiating optional employee benefits programs that provide high value to employees while controlling costs.
Background
Central Carolina Community College is seeking qualified vendors to assist in strategically planning, designing, and negotiating optional employee benefits programs. The goal is to provide high value to employees while controlling costs. The College offers an optional benefits program to its 420 full-time employees, which includes life insurance, dental and vision insurance, flexible spending accounts, short-term and long-term disability coverage, and ancillary benefits. The selected vendor will work with the College to implement these services by September 2025 in alignment with the 2026 Open Enrollment period.

Work Details
The selected vendor will serve as the designated insurance broker of record for CCCC’s Optional Benefits Program. Responsibilities include:
- Collaborating with the College to design and negotiate employee benefits programs.
- Ensuring successful implementation of all services by September 2025.
- Providing brokerage services independently without affiliation to any insurance companies or third-party administrators.
- Offering a range of employee-paid offerings including Life Insurance (Term Life, AD&D), Dental and Vision Insurance, Flexible Spending Accounts (Medical and Dependent Care), Short-Term and Long-Term Disability Coverage, and Ancillary Benefits (Critical Illness, Accident, Cancer Insurance).

Period of Performance
The contract will have an initial term of one year starting from the date of final contract execution. The College has the option to renew the contract for up to two additional one-year terms at its discretion.

Place of Performance
The services will be performed at Central Carolina Community College located in North Carolina.
