Electric Vehicle Transition Plan and Charging Infrastructure Assessment for Fleet

Background
The County of Orange, North Carolina, is seeking qualified firms to assist in developing a Fleet Electric Vehicle (EV) Transition Strategy. The County operates a diverse fleet of approximately 439 vehicles, including passenger cars, pickup trucks, heavy-duty trucks, and specialty equipment. The goal is to transition this fleet from internal combustion engines to electric alternatives while meeting clean energy goals, including full EV adoption by 2035. The selected consultant will analyze facility readiness for charging infrastructure and ensure that the transition aligns with the County's sustainability objectives.

Work Details
The scope of work includes:
- Conducting a full fleet right-sizing analysis;
- Lifecycle cost assessments;
- Developing short-, mid-, and long-term vehicle replacement schedules;
- Planning the County’s charging infrastructure by evaluating facility electrical capacities;
- Coordinating with utilities for necessary upgrades;
- Creating a draft Sustainable Fleet Purchasing Policy;
- Delivering a final Fleet EV Transition Report; and
- Conducting presentations for key stakeholders.

Facilities to be evaluated include various County buildings such as the Whitted Building, Animal Services Center, and Emergency Services among others. The consultant must also recommend telematics implementation strategies to improve fleet data tracking and performance monitoring.

Period of Performance
The contract period will commence upon execution and will continue until all deliverables are completed as per the agreed timeline, which includes milestones for various tasks.

Place of Performance
The services will be performed in Orange County, North Carolina, covering multiple facilities as specified in the scope of work.

Bidder Requirements
Firms must demonstrate experience in EV fleet transition planning, facility energy analysis, and sustainable procurement policy development. They should be familiar with collaborative project delivery methods such as Construction Manager at Risk. Additionally, bidders must comply with E-Verify requirements and provide certifications related to non-discrimination policies and living wage commitments.
