Durham Armory Floor Replacement Project

Background
The City of Durham is issuing a solicitation for the Durham Armory Floor Replacement Project, aimed at replacing the wood flooring at the Durham Armory. This project is part of the City’s efforts to maintain and improve public facilities. The General Services Department is responsible for overseeing this project, which includes various city officials and departments.

Work Details
The work involves the following key tasks:

1) Asbestos abatement and demolition of existing flooring and mastic;
2) Installation of new wood flooring and epoxy flooring systems;
3) Installation of associated base/trim;
4) Installation of new doors;
5) Application of finishes as indicated in the contract documents.

The contractor will be responsible for all materials, labor, equipment, supervision, tools, machinery, etc., necessary for complete construction as per the plans and specifications.

Period of Performance
The contractor shall commence work no later than January 5, 2026, with a substantial completion date set for March 13, 2026. Liquidated damages of $1,300 per day will be assessed for delays beyond this date.

Place of Performance
The project will take place at the Durham Armory located at 212 Foster St, Durham, NC 27701.

Bidder Requirements
Bidders must have a General Contractor's License as per Chapter 87 of the N.C. General Statutes. They are required to submit several forms with their bid including a Bid Bond, Non-Collusion Affidavit, Contractor Safety Record Information, Contractor Workforce Diversity Questionnaire, and Equal Business Opportunity Program (EBOP) forms.

The project has specific Underutilized Business Enterprise (UBE) goals: Minority Business Enterprise (MBE) participation goal is set at 7% and Women Business Enterprise (WBE) participation goal is set at 0%. Bidders must demonstrate good-faith efforts to meet these goals.
