Background
Pender County Schools (PCS) is seeking qualified Design-Build teams to submit Statements of Qualifications (SOQ) for integrated architectural, engineering, planning, and construction services.
The goal of this project is to repurpose the former Topsail Middle School into the Topsail High Upper and Lower Campus, addressing issues such as overcrowding, expanding academic and workforce development programs, eliminating temporary modular classrooms, improving campus safety and circulation, and maximizing existing facilities.
Work Details
The selected Design-Build team will provide comprehensive services including: conducting a detailed assessment of the existing facility; validating program needs with district stakeholders; developing conceptual and final design solutions; providing cost modeling and value engineering; designing renovations and infrastructure improvements; planning site circulation and safety enhancements; executing construction and project implementation.
Specific tasks include evaluating existing buildings, performing space utilization analysis, ensuring compliance with local/state/federal regulations, improving vehicle circulation and pedestrian safety, upgrading campus security infrastructure, managing renovation projects, and coordinating with ongoing school operations.
Period of Performance
The contract will commence upon award and is expected to be completed within a timeline that aligns with the school district's operational needs.

The work will be performed at the former Topsail Middle School campus located at 17445 US Hwy 17, Hampstead, North Carolina.
Bidder Requirements
Bidders must demonstrate experience with K-12 educational projects, adaptive reuse and renovation experience, as well as familiarity with Career and Technical Education (CTE) facilities.
They must submit a Statement of Qualifications including team profiles, resumes of key personnel, relevant experience in design-build project delivery, references with contact information, and an approach to project methodology.
Additionally, bidders are required to conduct sexual offender registry checks on all personnel involved in delivering goods or services to school property.
