Description

The County of Onslow is soliciting sealed proposals from interested and qualified firms to conduct a study and develop recommendations for an updated classification and compensation system.
Background
The County of Onslow, located in Jacksonville, North Carolina, is seeking proposals for a Classification and Compensation Study. The county has around 1,200 full-time employees, 200 part-time and temporary employees, and 30 seasonal positions.
Employees are classified into approximately 285 unique descriptions across various areas.

Work Details
The selected firm will conduct a comprehensive review of the county's existing classification and compensation structure. This includes updating position descriptions to ensure compliance with labor laws, conducting market analysis of positions compared to other entities, analyzing benefits and pay compression, integrating findings into a new pay plan, providing policy recommendations, and offering training to county staff on system utilization.

Period of Performance
The proposal submission deadline is February 23, 2024, at 2:00 PM EST. The evaluation process will be based on professional qualifications, experience, proposed methodology, overall proposal strength, and cost-efficiency.
The selected consultant will work closely with the county to develop and implement an effective classification and compensation system.

Place of Performance
Proposals must be submitted to the Onslow County Purchasing Department at 234 NW Corridor Blvd., Jacksonville, NC 28540.
The contractor is required to provide six paper copies and one identical electronic PDF copy of the proposal documents.
