Consulting Services for ERP System RFP Development and Implementation Support

Background
The Town of Clayton, located in Johnston County, North Carolina, is one of the fastest-growing municipalities in the region, with a population exceeding 30,000. As the Town continues to expand in both size and complexity, the need for more modern, integrated, and efficient technology systems has become a strategic priority.

The Town is soliciting proposals from qualified and experienced consultants to assist in the development of a Request for Proposals (RFP) for a new Enterprise Resource Planning (ERP) system. This initiative aims to modernize core business processes and improve service delivery across departments.

Work Details
The consultant will provide the following services:

1. Project Planning and Management: Establish project structure, develop project plan with milestones, define roles, facilitate meetings, identify risks.
- Deliverable: Needs Assessment & Business Process Analysis Report.

2. Develop a Plan of Action: Prioritize needs, recommend improvements, define implementation approach.
- Deliverable: ERP Strategic Roadmap & Implementation Plan.

3. Develop RFP for ERP Software: Draft RFP including project background and specifications; ensure compliance with procurement laws.
- Deliverable: Complete ERP Software RFP Document.

4. Identify Evaluation Criteria: Create evaluation criteria and scoring matrix for vendor selection.
- Deliverable: Evaluation Criteria Matrix & Vendor Evaluation Process.

5. Selection of Vendor: Support vendor communications and proposal review; facilitate demos; conduct reference checks.
- Deliverable: Vendor Selection Report with Scoring Summary & Recommendation.

6. Contract Negotiations: Assist in negotiating contract terms and ensuring compliance with legal requirements.
- Deliverable: Final negotiated contract documentation.

7. Implementation Advisory Services: Provide guidance during ERP implementation phases including data migration and user training support.

Period of Performance
The contract will commence upon award and is expected to follow a structured timeline as outlined in the proposal process, with specific milestones to be established during project planning.

Place of Performance
Services will be performed primarily at the Town of Clayton's facilities in North Carolina.

Bidder Requirements
Consultants must demonstrate relevant experience with ERP consulting services for local governments or public agencies, including at least three similar projects completed within the last five years.
