Construction Project Administrative Services for Aircraft Manufacturing Facility Development

Background
The Town of Elizabethtown is seeking professional services for the preparation and administration of a Community Development Block Grant (CDBG) application in the Neighborhood Revitalization program offered by the NC Department of Commerce.

The project aims to construct a 40,000 sq. ft. aircraft manufacturing facility and is anticipated to include housing-related activities as developed during the application process. The grant request is expected to be up to $4,400,000 and will be contingent upon successful award of the grant project.

Work Details
The scope of services includes:

1) Grant Application Preparation Services:
- Meetings with the Town to determine needs
- Development of the application
- Site visits
- Preparation of proposed budget
- Intake of application information
- Development of application forms and documents
- Assistance with public hearing notices and attendance if necessary
- Gathering necessary attachments and forms
- Adherence to compliance areas such as Labor Standards and Equal Opportunity
- Annual performance reporting requirements
- Assimilation of final application documents for timely delivery.

2) Grant Administration Services:
- Tasks necessary for project implementation including Environmental Review Preparation, Citizen Participation Plan, Fair Housing Plan assistance, Equal Employment and Procurement Plan/Policy, Section 3 Plan, Section 504 Plan including grievance procedure, Language Access Plan, Residential Anti-Displacement and Relocation Assistance Plan, Labor Standards assistance as necessary, procurement assistance for other professional services, inspections and construction management services, public hearings/meetings assistance, completion of required reports including annual performance reports, Financial Reimbursement forms assistance, and preparation of grant close-out documents. Exclusions include disbursement or accounting of funds by the Town’s financial officer.

Period of Performance
The project is expected to take place over a period of 30 months.

Place of Performance
The contract will be performed in Elizabethtown, North Carolina.
