NC State University's Sea Grant and Biological & Agricultural Engineering (BAE) Departments (hereafter referred to as university) seeks proposals for the construction of a 2-acre irrigation pond and 15-acre water farming system at the Caswell Research Farm, which is owned and operated by the NC Department of Agriculture and Consumer Services, and is located near the corner of Hull Rd and Goodson Boulevard in Kinston, N.C. The purpose of the project is to develop a research and demonstration site for the temporary storage and reuse of water as a strategy for mitigating downstream flooding, improving water quality and increasing crop productivity. The project is funded by the NC Land & Water Fund's Flood Risk Reduction Grant Program. All construction activities will be administered by NC State University faculty and staff and coordinated with the Caswell NCDA farm staff. Regular meetings and communication with both entities will be required before and during construction to ensure satisfactory and timely completion of the job.
Background

Work Details
The project includes:
- Excavation and earthwork to build a 2-acre irrigation pond that is 8.5 to 11.5 feet deep.
- Construction of 5,500 linear feet of berm ranging in height from 1.5 to 6 feet.
- Installation of plastic piping and four water control structures (WCS), which will be provided by the university.
- Protection of eight existing groundwater monitoring wells during construction.
- The contractor must have access to equipment for excavation, transport, and reshaping of 24,000 cubic yards of material within five months.
- A list of proposed equipment must be provided by the contractor. Construction plans are available for reference.

Period of Performance
Construction must be completed between February 1, 2025, through June 15, 2025.
No planting or harvesting will occur in the water farming field during this period.

Place of Performance
The contract will be performed at Caswell Research Farm located near the corner of Hull Rd and Goodson Boulevard in Kinston, North Carolina.
