Construction Materials Testing and Special Inspections for Health and Sciences Building Project

Background
Isothermal Community College is seeking a qualified consultant or firm to perform construction materials testing and special inspections for the Health and Sciences Building Project. The project aims to provide a facility for the College’s Nursing, EMT, and Paramedic programs, including clinical spaces in partnership with the Health Department. The total area of the building will be approximately 52,800 net square feet, with additional site improvements such as a parking lot and landscaped areas. The construction budget is approximately $22,700,000.

Work Details
The consultant will be responsible for performing construction materials testing and special inspections as per North Carolina State Building Code requirements. Specific tasks include:
- Conducting soil density testing, foundation bearing tests, concrete sampling and testing (foundations and slabs), structural steel testing and inspection (including bolt torquing), roofing inspections, asphalt assessments, and paint evaluations.
- Providing detailed inspections of materials and installations requiring special expertise to ensure compliance with construction documents.
- Issuing Final Special Inspections Reports at project conclusion.
- Participating in preconstruction meetings and providing timely distribution of test results.
- Managing the special inspection process and coordinating efforts among various agents involved in inspections.

Period of Performance
The contract work is expected to commence upon selection of the consultant and continue through the construction schedule from June 2025 to October 2026.

Place of Performance
The contract will be performed at Isothermal Community College located on ICC Loop Road in Spindale, North Carolina.

Bidder Requirements
Consultants must demonstrate high standards of accomplishment in relevant areas such as North Carolina State Construction Office procedures, materials testing, and special inspections knowledge. They must also have qualified personnel for various inspection tasks outlined in the solicitation.
