Construction Management Services for New Eastern Elementary School Building

Background
Burke County Public Schools is seeking qualified construction management firms to provide consultation, preconstruction/planning, collaborative design, and construction management services for the construction of a new Eastern Elementary School building. The goal is to identify an experienced firm that can efficiently develop the program with respect to process, quality control, safety, time, and cost.

Work Details
The scope of work includes planning and designing a new Eastern Elementary School on property adjacent to the current Hildebran Elementary School campus. The project will feature 40 classrooms, an auditorium, and a competition/spectator gymnasium totaling approximately 103,000 square feet.

The selected firm will provide services customary to the Construction Manager at Risk delivery method, including:
- Pre-construction phase services such as administration, estimating (concept estimate, schematic design, 100% design development documents), scheduling (developing a detailed master project schedule), and participation in design phase meetings.
- Construction phase services including general administration (maintaining field staff), reporting/communication (weekly project reports), construction contract bidding/procurement (establishing prequalification processes), project accounting (gathering invoices and processing payments), managing requests for information and submittals, securing necessary permits and inspections, preparing O&M manuals/as-builts, coordinating training/start-up for equipment operation, obtaining warranties from contractors, and indicating capacity for self-performing work if needed.

Period of Performance
The contract period will commence upon selection of the construction manager and is expected to align with the project's timeline for completion as determined by the detailed master schedule developed post-award.

Place of Performance
The project will be performed at 703 US Highway 70 West, Hildebran, NC 28637.

Bidder Requirements
Respondents must be fully licensed and certified for the type of work in North Carolina at the time of submission. They must also provide proof of insurance coverage in specified minimum amounts: Professional Liability ($2 million), Public Liability ($1 million each person/accident), Automobile Liability ($1 million each person/accident), and Workers’ Compensation at statutory minimums.
