Comprehensive Janitorial Services for Municipal Facilities

Background
The Town of Holly Springs, North Carolina, is seeking proposals for comprehensive professional janitorial services at designated Town facilities. The Town prides itself on maintaining a high quality of life and exceptional services, which necessitates a professional cleaning company to ensure the health, safety, and well-being of the community. Cleanliness impacts aesthetics, residents' health, economic growth, and public trust.

Work Details
The Service Provider shall provide janitorial services including but not limited to: cleaning town facilities such as offices, training rooms, conference rooms, breakrooms, restrooms, showers, lockers, gyms, kitchen areas, hallways, elevators, stairwells, common areas, and park restrooms.

Daily tasks include emptying waste and recycling receptacles; cleaning surfaces; sanitizing drinking fountains; sweeping and mopping floors; vacuuming carpets; and maintaining cleanliness in lactation rooms. Weekly tasks include dusting blinds and HVAC vents; machine buffing tile floors; vacuuming all carpets; and polishing fine wood surfaces.

Day Porter services are required Monday through Friday from 8:00 AM to 12:00 PM for touch-ups and restocking. Additional semi-annual services include deep cleaning tiles in restrooms and hallways, stripping and waxing VCT floors, shampooing carpets, and glass cleaning.

Period of Performance
The contract will commence on November 1, 2025, and continue through October 31, 2026. There is an option to renew annually for two additional terms.

Place of Performance
Services will be performed at various locations in Holly Springs including:
- Town Hall
- Cultural Center & Library
- Law Enforcement Center (LEC)
- Public Works Department
- Water Waste Treatment Plant
- Bass Lake Park facilities (Visitor's Center & Multi-Purpose Room)
- Womble Park facilities (Tennis Pavilion & Playground Pavilion)
- Veterans Park
- Village Office Condos.

Bidder Requirements
Bidders must conduct criminal background checks on all employees working under this contract. Employees with felony convictions within the last ten years or those with violent crime convictions are excluded from working in Town facilities. Additional requirements include compliance with local safety codes and policies.

The Town will provide certain materials like electricity and paper products while the Service Provider must furnish all necessary equipment and cleaning supplies.
