Background
The North Carolina State Bureau of Investigation (NC SBI) is the state's primary investigative law enforcement agency, responsible for criminal investigations, forensic services, and managing grants related to public safety and justice programs.
The Center for Safer Schools (CFSS), a division of NC SBI, focuses on school safety initiatives and manages grants for safety enhancements, training, and resources for approximately 350 Public School Units (PSUs) across North Carolina. This Request For Proposal (RFP) aims to procure a comprehensive Grant Management System (GMS) to streamline grant lifecycle management, enhance compliance, improve reporting, and support secure collaboration among various stakeholders.
Work Details
The GMS must automate end-to-end grant lifecycle management including multi-year tracking and customizable workflows. It should provide role-based access for internal staff, PSUs, and external reviewers with single sign-on support.
The system must enable real-time financial management including budgeting tools and tracking match requirements. It should support customizable reporting with templates for funders and include tools for document management, risk assessment, fraud detection, and subrecipient monitoring.
The GMS will be a cloud-based SaaS solution that includes implementation services within 12-18 months, comprehensive onboarding training for all users, ongoing technical support with defined SLAs, annual maintenance services, quarterly updates, and optional advanced analytics services.
Period of Performance
The contract term is three years from the effective date of the award which includes one year of implementation followed by two years of operations. The State retains the option to extend the agreement for two additional one-year renewal periods at its discretion.
Place of Performance
The contract will be performed in North Carolina as specified by the NC SBI.
Bidder Requirements
Vendors must demonstrate at least five years of experience providing Grant Management Systems to government agencies or similar entities. They must comply with NIST standards and provide relevant security certifications such as SOC 2 Type II or ISO 27001.
Vendors are required to submit at least three client references detailing previous implementations within the last three years. Financial stability must be demonstrated through audited financial statements for the past three fiscal years.
