Description

The goal of this initiative is to develop a comprehensive Disaster Recovery Plan (DRP) that effectively reduces service interruptions and enables the prompt restoration of essential functions by evaluating the current capabilities and resources within the City of Raleigh to pinpoint areas for improvement, with a particular emphasis on prioritizing mission-critical operations and resources throughout the planning process.
Background
The City of Raleigh, the Capital City of North Carolina, is one of the fastest growing areas in the country. The city aims to develop a comprehensive Disaster Recovery Plan (DRP) that effectively reduces service interruptions and enables prompt restoration of essential functions. This initiative focuses on evaluating current capabilities and resources within the city to identify areas for improvement, particularly prioritizing mission-critical operations and resources.

The DRP will be structured around Recovery Support Functions (RSFs) under the National Disaster Recovery Framework (NDRF).

Work Details
The awarded proposer will provide a comprehensive set of services including:

- Conducting a thorough review of existing city plans and policies;
- Creating a strategic Disaster Recovery Plan that minimizes service disruptions;
- Ensuring alignment with national, state, and local standards;
- Developing training programs for city employees;
- Defining roles and responsibilities during disaster recovery;
- Establishing metrics and accountability mechanisms;
- Planning for both natural and man-made disasters.

Specific tasks include identifying the purpose and scope of the DRP, readiness levels, functional roles, departmental responsibilities, actions by phases for emergency management, damage assessments, requesting assistance procedures, post-declaration programs, training & plan management sections, and templates for declaring a local disaster.

Period of Performance
The contract is expected to commence in January 2026 with various tasks scheduled through January 2027. Key milestones include:

- Project initiation meetings in January 2026;
- Data gathering sessions from February to March 2026;
- Draft plan delivery by August 2026;
- Training sessions in October 2026;
- Tabletop exercises in December 2026;
- Final plan delivery in January 2027.

Place of Performance
The services will be performed within the City of Raleigh.

Bidder Requirements
Proposers must demonstrate experience with similar projects over the past three years and provide at least three references. They must also be properly licensed/certified by federal or state authorities to perform the specified work. MWBE participation is encouraged as per the City’s policy.
