Comprehensive Disaster Recovery, Financial & Grant Management Support & Pre-Disaster Cost Recovery

Background
The Western Piedmont Council of Governments (WPCOG) is seeking proposals for Comprehensive Disaster Recovery, Financial and Grant Management Support, and Pre-Disaster Cost Recovery Planning Services. This initiative aims to assist WPCOG and its 28 member local governments in managing disaster recovery efforts related to federally declared emergencies.

The goal is to strategically manage project development and administration of various Federal and State Disaster Programs, including those from FEMA and HUD.

Work Details
The contractor will provide standby comprehensive recovery management services, which include:
1. FEMA Public Assistance Advisory Services;
2. FEMA Individual Assistance Advisory Services;
3. FEMA 404 and 406 Hazard Mitigation Expertise;
4. HUD CDBG-DR, MIT, CV, ESG, and other HUD Program Support;
5. FHWA / FTA Support;
6. Financial / Grants Management Support and Information Technology;
7. Resilient Community Planning Program Support;
8. Long-Term Recovery Operations Implementation.

Specific tasks include evaluating FEMA programs, assisting in grant applications, providing technical assistance for disaster housing programs, developing hazard mitigation proposals, advising on financial regulations related to disaster recovery grants, and managing long-term recovery operations.

Period of Performance
The contract will be for an initial term of three years with two optional one-year renewals as agreed upon by WPCOG and the successful vendor.

Place of Performance
The services will be performed for the Western Piedmont Council of Governments and its member local governments located in the Western Piedmont region.
