Collection of Delinquent Parking and Utility Fines

Background
The City of Greensboro is seeking proposals from qualified professional Collections Service Firms for the collection of Delinquent Utility & Parking Fines, Fees & Penalties. The goal is to reduce the amount of outstanding balances owed to the City while maintaining a positive relationship with the public.

The estimated outstanding balances are approximately $2.5 million for parking tickets and $5 million for utility fines.

Work Details
The selected Contractor will provide collection services for delinquent parking and utility fines, fees, and penalties. This includes assisting the City with collections, developing a systems interface for data transfer between the Contractor and the City, electronic transfer and maintenance of account information, contacting multiple delinquent customers via phone and mail, and providing monthly reports to the City.

The Contractor must comply with the Fair Debt Collection Practices Act and Federal Bankruptcy Code. Specific tasks include providing a dedicated account manager, directing customers to remit payments directly to the City, suspending collection efforts upon written notice from the City, designating accounts for return after reasonable collection efforts, reporting eligible accounts to credit agencies monthly, and maintaining auditable records.

Period of Performance
The contract term will be for three years, beginning approximately on October 1, 2024, through September 30, 2027.

Place of Performance
The services will be performed in Greensboro, North Carolina.
