CMAR Services for City of Charlotte Projects

Background
The City of Charlotte, located in the state of North Carolina, is seeking Construction Manager-at-Risk (CMAR) Services for three city projects. The projects include the Charlotte-Mecklenburg Police Department (CMPD) Northwest Division Station, the Charlotte Fire Department Firehouse #11 Replacement, and Charlotte Fire Department Firehouse #46 Infill Station.

Work Details
The CMAR will be responsible for providing consulting, scheduling, estimating, and cost control services. They will collaborate with all members of the Project Team to break the Project into tasks and manage the work related to the Project.
Preconstruction Phase Services may include collaboration with the Architect and the Project Team to develop the Project, identification and mitigation of risk through analysis and assessment, developing and updating Project schedules, developing detailed cost estimates for various design sets, site evaluation and preconstruction planning, participation in value engineering exercises, among others.
Construction Phase Services include collaborating with the Project Team to execute the Project, developing and updating Project schedules, prequalifying subcontract bidders in compliance with NCGS 143-135.8, managing subcontract bidding, providing reporting and Project management of CMAR forces, providing construction management services during construction, obtaining permits and inspections, documenting activities associated with administration, management, and construction of the Project.

Period of Performance
The anticipated schedule of events includes an advertisement of RFQ on April 2, 2024; due date for Request for Qualification on April 15, 2024; acknowledgment on April 15, 2024; in-person meeting on April 17, 2024; deadline for questions on April 23, 2024; due date & time for submittals on May 14, 2024; evaluation meeting on May 29, 2024; shortlisted contractor notification on May 30, 2024; interviews between June 3 and June 7 (dates and times to be determined); selection announcement on June 10, 2024.

Place of Performance
The geographic locations where the projects will be performed are at specific addresses in Charlotte: CMPD Northwest Division Station at Mt-Holly Huntersville Road; Firehouse #11 Replacement at West 28th Street; Firehouse #46 Infill Station at Miranda Road and Beatties Ford Road.
